Speed is something which comes to a guitarist with constant practice! Determination and consistency are two things that will get you to your goal.Remeber no one reaches the speed of Michael Angelo in a day or so. One of the best ways to increase your speed is use of a Metronome.Now there are alternatives to the metronome, but this is the best way. As I have said before consistency and determination is what you need. If you really want to develup your speed, then you have to have a practise schedule. It can be of 30 mins or an hour, these 60 mins will be extremely boring but will help you in the future run. Repeat chromatics, play them in different patterns and so on. I will give you a few excercises that will really help you practise well. Ill put a D for a downstroke and a U for upstroke.
Remeber to always use alternate picking(dont go for the economy/wrong picking at initial stages). Here is the first excersice that woll help you devolup your alternate picking. After reaching the 12th fret come back. Change the pattern go Up Down Up Down after this.

This is a chromatic excersice(as 4 notes are played one after the other). This is a very important excercise so master it well. Play this till the 12th fret. Now you can change the patern over here, after you master the 1234 pattern try 1432, 1342, 1243 etc… Then try to skip strings that is play the pattern on E string and then jump to G string or whatever way you like.

This is a very difficult excercise and very important to build your alternate picking, as when you were playing 1234 you were playing symetrically, now you have 123 so be very carefull that you keep your alternate picking.
These are a few basic excercises that a guitarist must go through everyday in his/her routine. Try to make them more interesting by using effects, using variations I. e strike each notes in a different way, vary your speed, use other legato(see advanced section for lessons on legato) and all.
